Treasurers Report: Will have an updated budget for the next meeting. Staff Council Luncheon Budget Money is being moved into our account instead of having it in the HR budget. Why cant we use COPE01? Old Business: Amy did get table clothes for Meridian New Business: Welcome & Special Speakers -Jessy Jen Steele-Been at ISU for 4 years, getting into a zone to know the operations. Lots of info on the Budget website. isu.edu/budget. Also see the recent town hall. Budget questions: Budget optimization strategy-clear understanding of deficit $15 million shortfall, how did budget model come together, any reprieve from state? Instead of cutting budgets, trying to optimize with data and strategy. How to prioritize and will all areas be completed? Everything is on the table. Initial list developed from survey in December 2019. 136 responses, where can we reduce expenses, where can we increase revenue, where can we optimize. Leadership counsel for additional ideas. List is on the website. Other suggestions are welcome. A couple things will have broad reach. Benchmarking looks at the personnel resources and operations expenditures and compares those with our peers. That tells us how our resources align with peers. Can we learn something from our peers? How to recognize success-marco level achieve success when central revenue meets or exceeds needs. Work groups explore all options and recommendations to optimize. While still serving mission. Example-Early college optimization. Support success and contribute centrally. 5 opportunities to grow and contribute to the deficit. Is there a plan for strategies for events and scheduling. Events-yes. Holt doesnt have a sustainable system now and they are working on it. Other like SUB events will be put on list. Space utilization and allocation-Should go on the list. Will talk to Brian and Cheryl HYPERLINK "/budget/budget-optimization/"/budget/budget-optimization/ If a department can make sacrifices and not hire now what reassurance do they have that they will be able to hire at a later date. Will retain lines for now but salary savings is helping to give us more time to do optimization. No guarantees about holding positions if its not needed. No penalties for having a position open. Decisions made on data, not on if someone has an open position. Look at enrollment, at what is happening at the state. If we look at closing lines it wont be based on what is vacant now. Hiring pause is short term measure to give us time. Its not a long term solution Earlier in the year the new budget model was to give departments their full salary savings. This was helping with admin recovery. Now we dont have access to that. Its unfortunate and we didnt intend it to be a bait and switch. Save 5 million with hiring pause. Many departments are feeling burdened by staff and budget restrictions. Will this ease? Maybe in FY 25 What is being done to address strain on the people doing extra while not hiring? Best thing for employees is to talk with supervisor and unit leadership. Use resources to help you be as healthy as you can be. Unit leaders need to look at workload and priorities and make sure teams are using strengths and making best use of resources. Some things need to be delayed and deferred. Shared positions (AA) Erik asked about doing shared positions in higher positions that will save the university more money. Reduced UBO from 9-7. Jen said we need to look at it across the university. If we are asking classified staff to take on more duties but they arent higher duties that is something we need to pay attention to. Dont want to create something that isnt sustainable. Reduced 8.8 FTE, net savings and combining positions. Jena asked about PDQ (reclassification) and SAR (Salary adjustment)-Jen said that those are being processed and discussed by admin counsel.
