These guidelines provide information to guide faculty in the preparation of materials for submission to the SBOE. Requirements and Definitions Full program proposals are needed in the following circumstances: All new, modification, and/or discontinuation of academic program majors certificates, bachelors, masters, doctorates, instructional units, administrative units, expansions, consolidations, and transition of existing programs to an on-line format require completion of the program proposal prior to implementation. (Policy III.G.3.b.i) Academic programs are defined as follows: Academic Program(s) shall mean a systematic, usually sequential, grouping of courses forming a considerable part, or all, of the requirements (i.e., curricula) that provides the student with the knowledge and competencies required for an academic certificate, an associate, baccalaureate, masters, specialist, or doctoral degree as defined in Board Policy Section III.E. (Policy III.G.1.c.) ISU Processes State Program Proposals will go through the following steps: State Proposal is approved by the department chair or unit director (or designee), upon recommendation of faculty. State Proposal is approved by the college dean (or designee). State Proposal is submitted to the management assistant for the provost and reviewed by the associate vice president for undergraduate affairs. Management assistant forwards the proposal: Undergraduate proposals are reviewed and accepted by Undergraduate Curriculum Council. Graduate proposals are reviewed and approved by Graduate Council. State Proposals are reviewed and voted on by Council of Deans. After all reviews have been completed and all required signatures are received, proposal is approved by the provost. Proposal is submitted to the SBOE by the management assistant for the provost. The SBOE sends out proposal for 30-day review by other colleges and universities. After that, Council on Academic Affairs and Programs (CAAP) votes to approve the proposal. Their recommendation is given to the Instruction, Research, and Student Affairs Committee (IRSA), and then it goes forward to the SBOE for a vote. (Proposals with budgets under $250,000 can be decided on by the executive director of the Board.) When the State Proposal is sent to SBOE, the associate vice president for institutional effectiveness will submit a Substantive Change Application Form to the NWCCU and will begin working with the program director / chair to prepare the Substantive Change Proposal. Upon approval of State Proposal by SBOE, the Substantive Change Proposal will be submitted by the Office of Academic Affairs to the NWCCU. Because both the internal and external review process can take up to several months, the Office of Academic Affairs recommends that State Proposals be submitted in time to go through a complete campus review no later than two springs before the program changes are expected to go into effect for the best likelihood of timely approval (i.e. submit in spring 2016 for inclusion in fall 2017 catalog). In addition to state proposals, corresponding curriculum proposals relating to new, closed, or modified programs must go through ISUs internal approval processes determined by the Undergraduate Curriculum Council and Graduate Council, and must meet the timelines specified by those Councils.
